Before You Pay — Know Your DISCOM

Electricity distribution in Uttar Pradesh is handled by five separate companies called DISCOMs. Your bill belongs to the DISCOM that serves your district. All five can be accessed through one portal — consumer.uppcl.org — but knowing your DISCOM helps when calling for complaints.

DISCOM Area Served Official Website
DVVNL Agra, Mathura, Aligarh, Jhansi region dvvnl.com
MVVNL Lucknow, Barabanki, Raebareli, Sitapur region mvvnl.in
PVVNL Meerut, Ghaziabad, Noida, Muzaffarnagar region pvvnl.com
PUVVNL Varanasi, Gorakhpur, Prayagraj, Mirzapur region puvvnl.com
KESCO Kanpur city only kesco.co.in

The good news: all five DISCOMs can be accessed through a single portal — consumer.uppcl.org — for bill viewing, payment, and complaints.

How to Check Your UP Electricity Bill Online

  1. Open consumer.uppcl.org — this is the official UPPCL consumer portal. Avoid third-party websites that mimic the official portal.
  2. Click "View Bill / OTP" on the homepage.
  3. Enter your Account Number — this is printed on any previous electricity bill, usually labeled "Account No." or "Consumer Number". It is a 10 to 12 digit number.
  4. Enter the OTP sent to your registered mobile number.
  5. Your latest bill appears — showing the outstanding amount, due date, and current month consumption.
  6. Download the bill as a PDF using the "Download Bill" button.

Where to find your Account Number: Check the top section of any old electricity bill — it is clearly printed there. If you cannot find an old bill, visit your nearest UPPCL sub-division office with your meter number and they will provide it.

UP Electricity Unit Rate 2026-27 — UPERC Tariff Order

The following rates are based on the UPERC (Uttar Pradesh Electricity Regulatory Commission) Tariff Order for Financial Year 2026-27, published November 2025. These are the rates for domestic consumers (LMV-1 category).

Urban Domestic Consumers (LMV-1 Urban)

Monthly Consumption (Units) Rate Per Unit
0 to 150 units ₹5.50 per unit
151 to 300 units ₹6.00 per unit
Above 300 units ₹6.50 per unit

Rural Domestic Consumers (LMV-1 Rural — Gram Panchayat areas)

Monthly Consumption (Units) Rate Per Unit
0 to 100 units ₹3.35 per unit
101 to 150 units ₹3.85 per unit
151 to 300 units ₹5.00 per unit
Above 300 units ₹5.50 per unit

Fixed Charge: ₹110 per kW of sanctioned load per month — charged regardless of consumption. A typical 2 kW home connection pays ₹220 as fixed charge every month before any units are counted.

Electricity Duty: 5% on the total bill amount.

Fuel Surcharge (FPPA): Approximately ₹0.15 per unit.

How telescopic billing works: These slabs are telescopic — meaning you pay each rate only on the units falling within that band, not on your entire consumption. For example if you consume 200 units in an urban area: the first 150 units are billed at ₹5.50 and the remaining 50 units at ₹6.00 — not ₹6.00 on all 200 units.

Late Payment Surcharge — What Happens If You Miss the Due Date?

UPPCL charges a Late Payment Surcharge (LPSC) of 1.25% to 1.5% per month on overdue amounts. On the other hand, consumers who pay on time through digital methods get a 1% rebate on their bill. Paying before the due date online is therefore always the better option financially.

How to Download Your Payment Receipt

  1. Go to consumer.uppcl.org.
  2. Click "View Payment Receipt" or "Payment History".
  3. Enter your Account Number and verify with OTP.
  4. A list of past payments will appear — select the payment whose receipt you need.
  5. Download the PDF receipt and save it.

How to File a Complaint About Wrong Billing

If your bill seems incorrect, your meter appears to be running fast, or you have been billed for units you did not consume — file a complaint through one of these methods:

Method 1 — Online Complaint on UPPCL Portal

  1. Go to consumer.uppcl.org → click "Register Complaint".
  2. Login with your Account Number and OTP.
  3. Select the complaint type — wrong bill, faulty meter, power outage, etc.
  4. Fill in the details and submit — note down your complaint number for follow-up.

Method 2 — Call the Helpline

  • 1912 — UPPCL Toll Free Helpline (available 24 hours, 7 days)
  • 1800 419 0405 — Alternative toll free number

Method 3 — Chief Minister Jansunwai Portal

If UPPCL does not resolve your complaint, escalate it at jansunwai.up.nic.in — the UP government's grievance redressal portal.

Subsidy for BPL and Low-Income Consumers

The Uttar Pradesh government has allocated ₹20,400 crore in electricity subsidies for 2026-27. Lifeline consumers in urban areas with a load of 1 kW or less and consumption up to 100 units per month pay an effective rate of ₹2.75 per unit after the government subsidy of ₹3.75 per unit is applied.

BPL card holders are eligible for subsidised rates — verify your eligibility at your local DISCOM office and ensure your connection is registered under the correct consumer category.

Practical Tips to Reduce Your Electricity Bill

  • Switch to LED bulbs — a 9W LED gives the same brightness as a 60W bulb while consuming 85% less electricity
  • Use BLDC fans — these consume 65% less power than conventional ceiling fans
  • Set your AC at 26°C — every degree increase saves approximately 6% in electricity consumption
  • Switch off appliances completely — geysers, coolers, and ACs on standby add significantly to your monthly bill
  • Apply for PM Surya Ghar Muft Bijli Yojana — install rooftop solar panels and reduce your bill to near zero
  • Get your meter tested — if your bill is unusually high, request a meter test from UPPCL at a nominal charge

Common Problems and Solutions

1. OTP not received
Check that the correct mobile number is registered on the portal. If your number has changed, visit your nearest UPPCL office to update it with your Account Number and Aadhaar.

2. Payment made but bill still shows outstanding
Online payment updates on the portal within 24 to 48 hours. Keep your receipt safe as proof of payment during this period.

3. Do not know your Account Number
Check any old electricity bill — the Account Number is printed prominently at the top. If unavailable, visit your UPPCL sub-division office with your meter number.

4. Bill amount seems much higher than usual
First check your meter reading manually to verify whether actual consumption increased. If the reading matches but the calculated amount seems wrong, call 1912 or file a complaint online.

5. Payment failed but money was deducted
Failed payment refunds are processed within 5 to 7 working days automatically. If the refund does not arrive, contact your bank and also report it to UPPCL helpline 1912.
